3. Proof an Identity at Level of Assurance 3
This use case describes the process for completing identity proofing at Level of Assurance 3 (LOA3), which allows an individual to receive an LOA3 credential. LOA3 requires the approval authority to complete a strong verification process and may be completed in person or remotely.
Pre-condition: A need has been established for an individual to receive an LOA3 credential.
If in person, the individual presents a valid government ID. | |
If remote, the individual presents a utility company or financial account number and a government issued ID number. | |
If in person, the approval authority verifies the ID with the issuing organization. If remote, the approval authority verifies both the government ID number and the account number. |

The approval authority confirms the individual’s contact information. |
Post-condition: The individual’s identity is proofed at LOA3.
